Advisory Committee
The Middle-Mile Advisory Committee (MMAC) monitors the development and construction of the middle mile. Internet service providers and other eligible entities can connect and deliver service through the new middle-mile network. The Middle-Mile Broadband Initiative will provide equitable access to high-speed broadband service and prioritize inclusion of unserved and underserved populations, anchor institutions (hospitals, universities, government entities and community non-profits), tribal entities and agricultural regions.

Roles and Responsibilities
California Department of Technology (CDT) / Office of Broadband and Digital Literacy
CDT and the Office of Broadband and Digital Literacy will oversee the acquisition and management of contracts for the development, construction, maintenance and operation of the network, retain a third-party administrator to construct and establish the network, and create an eleven-member Middle-Mile Advisory Committee.
Third-Party Administrator
CENIC California Middle Mile Broadband Initiative, LLC will serve as the third-party administrator to manage the development, acquisition, construction, maintenance and operation of the statewide open-access middle-mile broadband network.
California Public Utilities Commission (CPUC)
The CPUC, in collaboration with the third-party administrator, will provide locations for the middle-mile infrastructure and last-mile connectivity.
California Department of Transportation (Caltrans)
Caltrans will work with the third-party administrator to manage construction of the middle-mile infrastructure along state highways and rights of way.
Middle-Mile Advisory Committee
The Middle-Mile Advisory Committee monitors the development and construction of the open-access middle-mile network. The Committee adopted three guiding principles to focus the work of the Middle-Mile Broadband Initiative:
- Provide affordable, open-access, middle-mile broadband infrastructure to enable last mile network connectivity throughout the state.
- Build the network expeditiously, leveraging existing infrastructure, networks, and construction projects, where feasible.
- Prioritize connectivity to unserved and underserved communities, including community institutions.
